In some way, it can mean that it "doesn't count" to something. For example, Dragon Ball Z has several movies that take place outside of the initial story, but the characters are at statures that imply that it's during a specific point in time.. A more precise example is the fight with Turles.. Kid Gohan has gone through training, but Goku is with them during the fight.. but the only time that those took place in the original story is when Goku fights Vegeta for the first time, and immediately after the fight, Goku is left in a hospital while Gohan goes to space.. which automatically eliminates the possibility that the "Tree of Might" movie is actually within the series, making it non-canon.
Sally Acorn is in the Sonic comic books.. and one of the old TV shows, but in the actual series of Sonic's story, there is no Sally. There's no knothole, or Rotor, or Antoine, or Naugus, or Snivley.. I could give a list of canonical Sonic characters and non-canon alike, but I'll pass to save time.
To say it short and to the point, Sally is not actually a Sonic character. She's an american fan character that has been licensed to be a part of what closely relates to well-written fanfictions. I admit, it's well written, the comic series, as far as I know, but LOTS of it declines the actual things from the Sonic games.

I was saying that the american ideas of Sonic, the whole knothole, sally, and all those other overdramatic wannabes are only not fanfictional because they're licensed. That aside, it's very very very very very very similar. Regardless, it's definitely non-canon. How often have you seen Sally or any other of those american characters in a Sonic game?
